Take Suresh, a 35-year-old self-employed shopkeeper with an annual turnover of ₹8 lakh. He doesn't pay income tax, isn't covered under EPFO/ESIC/NPS, has a savings account, doesn't own agricultural land or a pucca house.

Ayushman Vay Vandana, launched October 2024, remains the widest expansion in this list — every Indian citizen aged 70+ gets ₹5 lakh cashless cover per year regardless of income, BPL status, or existing PMJAY enrolment, and it stacks on top of a family's existing PMJAY cover rather than replacing it. APY's rule tightened from 1 October 2022: anyone who is or has ever been an income-tax payer is excluded for life, not just for the current assessment year. PM-Kisan continues cross-verifying land records and family units, flagging cases like land acquired after 1 February 2019 or duplicate family claims for physical verification before releasing installments — e-KYC is mandatory, and payments stop silently without it. PMAY-Urban 2.0's Interest Subsidy Scheme, launched September 2024, extended MIG coverage to households earning up to ₹9 lakh a year, wider than the original PMAY-U slabs. PM-SYM and PM-LVM both exclude anyone already covered under EPFO, ESIC, or NPS — you can't stack them with a formal-sector pension.
